ভারী বৃষ্টি ও ফেনীর মহুরী নদী থেকে নেমে পানিতে নোয়াখালীতে বন্যার আরও অবনতি হয়েছে। এতে ৪ লাখ মানুষ বিদ্যুৎবিচ্ছিন্ন হয়ে পড়েছেন। এ ছাড়া গ্রামীণ সড়কে সব ধরনের যোগাযোগও বিচ্ছিন্ন হয়ে পড়েছে। এতে চরম দুর্ভোগ ও আতঙ্কে দিন কাটাচ্ছেন স্থানীয় বাসিন্দারা।
বৃহস্পতিবার (২২ আগস্ট) বেলা ১১টার দিকে বন্যা পরিস্থিতির অবনতি হওয়ায় নোয়াখালী জেলার প্রশাসক কার্যালয়ে জেলা দুর্যোগ কমিটির এক জরুরী বৈঠক অনুষ্ঠিত হয়। বৈঠকে সভাপতিত্ব করেন, জেলা প্রশাসক দেওয়ান মাহবুবুর রহমান।
স্থানীয়দের অভিযোগ,টানা বৃষ্টিতে জেলা শহর মাইজদীসহ আট উপজেলার বেশির ভাগ এলাকা জলাবদ্ধ হয়ে গেছে। ফেনী জেলার পানি নোয়াখালী সেনবাগ, বেগমগঞ্জ, কোম্পানীগঞ্জ ও কবিরহাট উপজেলা বেশি ক্ষতি হয়েছে। তাছাড়া খালগুলো অবৈধভাবে দখল ও পৌর এলাকায় ড্রেনগুলো দীর্ঘদিন পরিষ্কার পরিচ্ছন্ন না করায় জলাবদ্ধতার জানা যায়, টানা বৃষ্টিতে জেলা শহর মাইজদীসহ আট উপজেলার বেশির ভাগ এলাকা জলাবদ্ধ হয়ে গেছে। ফেনী জেলার পানি নোয়াখালী সেনবাগ, বেগমগঞ্জ, কোম্পানীগঞ্জ ও কবিরহাট উপজেলা বেশি ক্ষতি হয়েছে। তাছাড়া খালগুলো অবৈধভাবে দখল ও পৌর এলাকায় ড্রেনগুলো দীর্ঘদিন পরিষ্কার পরিচ্ছন্ন না করায় জলাবদ্ধতার বেশি ক্ষতি হয়েছে।
জেলা আবহাওয়া অধিদপ্তরের উচ্চ পর্যবেক্ষক আরজুল ইসলাম জানিয়েছেন, ভোর ৬টা থেকে সন্ধ্যা ৬টা পর্যন্ত নোয়াখালীতে ১৪৭ মিলিমিটার বৃষ্টিপাত রেকর্ড করা হয়েছে। সক্রিয় লঘুচাপ ও মৌসুমি জলবায়ুর কারণে জেলায় আরও তিনদিন ভারী বৃষ্টিপাত হওয়ার সম্ভবনা রয়েছে।
নোয়াখালী পল্লী বিদ্যুৎ সমিতির জেনারেল ম্যানেজার মো.জাকির হোসেন বলেন, জেলায় সাত ৭৫ হাজার গ্রাহকের মধ্যে সাড়ে ৪লাখ গ্রাহক বিদ্যুৎবিচ্ছিন্ন। ভারী বৃষ্টিতে বিভিন্ন এলাকার লাইন ক্ষতিগ্রস্ত হয়েছে। এ ছাড়া বেগমগঞ্জের একটি উপকেন্দ্রে পানি উঠে গেছে।
জেলা প্রশাসক দেওয়ান মাহবুবুর রহমান জানান, নোয়াখালীর নয়টি উপজেলার মধ্যে আটটি উপজেলা বন্যা হয়েছে। এসব উপজেলায় ইতিমধ্যে ৩৮৮ আশ্রয় কেন্দ্রে প্রায় ৩৬ হাজার বন্যা আক্রান্ত মানুষ আশ্রয় নিয়েছে। জেলায় প্রায় ২০ লাখ মানুষ পানিবন্দী রয়েছে। আমরা শুকনো খাবার দেয়ার চেষ্ঠা করছি। আমাদের উপজেলার কর্মকর্তাবৃন্দ মাঠে কাজ করছে। স্বেচ্ছাসেবকরা কাজ করছে। আমরা বিত্তশালী মানুষের প্রতি আহবান জানাচ্ছি বন্যার্তদের পাশে দাঁড়ানোর জন্য। প্রশাসন ও সরকারের পক্ষ থেকে ইতিমধ্যে নগদ টাকা ও চাল বিতরণ করা হয়েছে। ত্রাণ ও দুর্যোগ ব্যবস্থাপনা মন্ত্রণালয়ে আমরার চাহিদার কথা জানিয়েছি।
তিনি আরো বলেন, নোয়াখালীতে প্রথমে জলাবদ্ধতাই ছিলো। কিন্তু ফেনী জেলার মুহুরী নদীর পানি বেড়ে যাওয়ায় সেটা নোয়াখালীর উপর দিয়ে প্রবাহিত হচ্ছে। সে কারণে নোয়াখালীতে বন্যা দেখা দিয়েছে।
